Context

The Pennsylvania Local Climate Action Program connected Penn State students with local governments to assess their greenhouse gas emissions and develop strategies for climate action. Many participating communities, including small townships and boroughs, gained emissions inventories and business-as-usual forecasts to guide their planning.

Project Activity

ICLEI USA provided student teams and local governments with access to its ClearPath software and assigned technical advisors to support data collection, emissions inventory assessments, and mitigation strategy development. ICLEI also assisted the Department of Conservation and Natural Resources (DCNR) in compiling an emissions inventory.

Outcomes

The program equipped local governments with essential emissions data, enabling them to set 2030 mitigation targets and model reduction strategies. Participants now have foundational climate data to support future sustainability initiatives.
