Technical Working Group

The ClearPath 2.0 Technical Working Group is a forum for selected platform users to contribute input on the ongoing development of ClearPath 2.0. Members of this group will provide feedback on new functionality and help guide strategic decisions related to the platform’s evolution.

Adrian Leithead is a sustainability and resilience professional with over 10 years of experience in climate strategy, emissions modeling, and environmental project management. He currently serves as a Resilience & Sustainability Planner III at the East Central Florida Regional Planning Council, where he leads the region’s multi-county, multi-city, Climate Action Plan and manages the Climate Pollution Reduction Grant. Adrian specializes in translating complex environmental data into actionable policy, developing greenhouse gas inventories, climate KPIs, and emissions-reduction frameworks supporting ambitious regional targets. His experience spans energy, transportation, waste, water, and land-use sectors. He holds a BSc (Hons) in Applied Environmental Science and Physical Geography from Keele University, UK.

Currently, Carrie serves as the Long-Range Planning Program Manager for the City of Elk Grove. She has dedicated six years to the city, focusing on long-range and strategic planning, environmental initiatives, and innovation programs. Before her tenure at Elk Grove, Carrie worked as a research fellow on population distribution and sea-level rise at the Oak Ridge National Laboratory. She also spent twenty years with the U.S. Department of State and the U.S. Agency for International Development, tackling international public health challenges based both domestically and abroad. Carrie holds Master's degrees in Urban and Regional Planning and Demography.

Mrs. O’Neill is Vice President of Livable Cities at KERAMIDA, where she leads work with governments, school districts, and universities to design and implement people-centered climate and sustainability strategies. She focuses on practical, place-based solutions that build resilient communities. Emilee brings deep expertise in climate planning, stakeholder engagement, and sustainability strategy, and is a ClearPath 2.0 Trained Professional. Her work includes community-driven Climate Action Plans, green school initiatives, ESG reporting, and implementation support. She co-developed KERAMIDA’s Climate Action Plan standard operating procedures and has overseen 21 high-impact projects, including initiatives with Milwaukee, WI; the Lexington-Fayette six-county MSA; and Naperville 203 Community Unit School District. She also develops and facilitates capacity-building trainings on sustainability fundamentals, equitable planning, and interdisciplinary collaboration.

She is focused on meaningful climate action and equitable advancement of clean energy solutions, working to advance Ascent's ability to assist local agencies with their most challenging climate change projects.

Jeff Wong is a licensed Professional Engineer and LEED AP with more than 20 years of sustainability and technical engineering experience across both the public and private sectors. His work spans communitywide decarbonization, building energy efficiency and renewable energy, greenhouse gas emissions disclosure and reporting, water conservation, transportation, climate resilience, and social equity. As Principal Sustainability Planner for the City of Lakewood, Colorado, Jeff manages the city’s energy, water, and climate-related initiatives.

Nina Rasmussen is the Climate Action Plan Program Manager for the City of Kenmore. She leads the implementation of climate and sustainability programming and policy. Nina supports the City’s community engagement and outreach efforts and facilitates the Climate Action Advisory Committee, comprised of community members. Her expertise lies in project management, grant writing, and data analysis. She holds a Master’s degree in Public Administration from the University of Washington.

Decarbonization Strategist, City of Cleveland Mayor's Office of Sustainability and Climate Justice

Tim Kovach is the Decarbonization Strategist in the Mayor’s Office of Sustainability and Climate Justice at the City of Cleveland. In this role, led led the development of updates to the City’s Climate Action Plan and Municipal Action Plan and oversaw the development of the regional Comprehensive Climate Action Plan. He also works to embed decarbonization into City operations. He previously served as an Air Quality Planner at NOACA, where he tracked regional air quality trends, ensures that transportation programs comply with federal air quality regulations, and managed the development of the region’s first climate plan. He has an MA in Global Environmental Policy from the American University School of International Service and a BA in political science and history from Baldwin Wallace University. He is a co-founder of the Cleveland Refugee Bike Project.

Tom Herrod has over 25 years of experience working with federal, tribal, state, and local government environmental programs and clients. Most notably, Tom has worked heavily with local and Tribal communities to help them achieve climate goals over the last ten years. Having worked in the public and non-profit sector for most of his career, Tom understands the needs of the public sector in their pursuit of climate and sustainability action. Tom previously worked as a Senior Program Officer with ICLEI, USA, providing direct support to both local government staff and elected officials. Tom also brings over 10 years of experience working directly in a local government climate/sustainability role. Tom holds a Master’s Degree in Environmental Policy and Management, and has completed Doctoral Research in the field of Aquatic Resources. Tom also serves on the Board of the Mountain Towns 2030.
